A Legacy of Memory and Justice

Although the dictatorship in Albania fell more than 35 years ago, for many former political prisoners, release did not mean true freedom. They left prison without homes, employment, or social recognition, carrying the long-term consequences of persecution, torture, and stigma.
This period remains one of the darkest chapters in Europe’s modern history and continues to shape Albania’s democratic development.
This history is inseparable from ARCT itself which will always remain deeply grateful to Mr. Kati, its former Executive Director and himself a survivor of torture, whose leadership gave voice to thousands who had been silenced. Through national campaigns and tireless advocacy for recognition, compensation, and justice, he helped restore dignity not only to survivors, but to Albania’s democratic conscience.
