

Our History
The Albanian Rehabilitation Centre for Trauma and Torture (ARCT) is a non-profit, non-political, and non-governmental organization operating in Albania since 1994.
ARCT was initially established as NorwayAid Albania, under the guidance of Norwegian humanitarian leadership, including Berit Becker, during Albania’s early democratic transition. It was founded in response to the profound legacy of political persecution and systematic human rights violations that marked nearly five decades of dictatorship. From its inception, the organization aimed to contribute to the building of a democratic society grounded in respect for human dignity, rule of law, and social justice.
As Albania transitioned politically and institutionally, ARCT evolved into a nationally anchored human rights institution specializing in the rehabilitation of torture survivors and the prevention of torture in all places of deprivation of liberty. The organization developed comprehensive rehabilitation services integrating psychological, medical, legal, and social support, combined with rigorous documentation of violations and patterns of abuse.

Over the years, ARCT expanded its engagement within the penitentiary system, police commissariats, pre-detention facilities, and psychiatric institutions, contributing to the development of preventive approaches and professional oversight mechanisms. Since 2004, ARCT has consistently provided alternative reports and recommendations to United Nations mechanisms and international monitoring bodies, strengthening accountability and alignment with international human rights standards. The organization has also contributed to regional cooperation, serving as a co-founder of the Balkan Network Against Torture and playing a foundational role in the establishment of KRCT, reinforcing cross-border solidarity and professional collaboration in the field of rehabilitation and prevention.
Since 2024, ARCT has entered a new phase of leadership and institutional renewal. Under this new direction, the organization has strengthened its strategic vision, expanded rehabilitation approaches to include livelihood support, and reinforced its regional and international engagement. ARCT continues to grow with the sustained support and cooperation of partners, including the Kosova Rehabilitation Center for Torture Victims and welcomed by International Rehabilitation Council for Torture Victims (IRCT), reaffirming its role as a leading voice for dignity, accountability, and democratic reform in Albania.
