Vision

ARCT envisions a society where torture and all forms of cruel, inhuman, or degrading treatment are eradicated and where human dignity is protected without exception.

We envision an Albania that has the courage to confront its past of political persecution and the determination to prevent future abuses. A society where survivors are not marginalized or silenced, but recognized, empowered, and fully included. A state where institutions serve justice, uphold the rule of law, and safeguard the rights of every individual.
Our vision is a democratic system rooted in accountability, social justice, and respect for fundamental human rights.

Mission

ARCT’s mission is to rehabilitate survivors of torture and political persecution, prevent torture in all places of deprivation of liberty, and promote accountability through legal advocacy and systemic reform.

We fulfill our mission by:

Delivering comprehensive, survivor-centered rehabilitation services, including psychological, medical, legal, and social support.

Monitoring prisons, police commissariats, psychiatric institutions, and detention facilities to prevent ill-treatment and improve standards of care.

Advocating for legislative and institutional reforms that align Albania with international human rights standards.

Strengthening survivor participation in democratic processes and public discourse.
Through professional integrity, international partnerships, and a commitment to justice, ARCT transforms trauma into resilience and advocacy into structural change.
